In theory, of course, you are right, but does anyone seriously believe that if you or I were to put such an instrument on the top of our car and drive slowly around strange neighbourhoods scanning everything in sight and the locals complained to the police that the police would treat us in the same way they would treat google ?

Banksey, the graffiti artist, maintains that the best way to be inconspicuous is to wear a hi-viz jacket. When challenged by police, he starts to complain about his pathetic out-of-hours payments. They just leave him in peace.
