I recently read somewhere that chip design is of great importance in determining image quality in digital cameras - to the extent that a 2MP camera with a good chip could outperform a 4MP camera with a poor one.

Is this true or is it BS ?

There is an element of truth, also in the processing used to take the light information and convert it into accurate coloured pixels. And not forgetting the lens used to record the image in the first place. No good having great colour information and top quality CCD resolution if the recording imag is shot through a milk bottle.
