My 6 year old Daughter with Hello Kitty Facepaint, taken at 90mm focal length with f/4 aperture. The background is thrown out of focus by the shallow depth of field that f/4 allows. Distance from the subject plays a part in how much blur you get too, as does distance of background from subject. Here the background was approx 40-50meters away.

I used my 7D and a (homemade) reflector on the flash to avoid harsh shadows, and here is the result.
