Or could I use my Cokin adapter rings with a Lee holder?

Would I need the special wide angle adapter rings for my 10-20 and 17-70 lenses, or would the regular 72mm and 77mm rings do?

I'd recommend the WA adapter. The non-WA adapter does tend to foul the edges at 17mm and below on a FF camera.

Sorry, should have mentioned I use a 20D and have no plans to go full frame.

Have you found it to make a difference, and if so, what?

You'll be fine then. I found even the 10-20 didn't clip the edges on the 30D.

If it vignettes at 17mm FF, then 10mm x 1.6 crop is not far off.
    Buy wise buy once.
At least you are covered if you decide to put another filter in front.
