You can create a pdf from an image in photoshop and then add security - it can be viewed as a pdf but cant be opened in Photoshop without a password.

Since asking the question here, I have tried this, with a selection of images, just as a test, although I didn't try the password option.
I think it might be the answer.

Don't understand the premise behind the question.

I have not yet found any .pdf file that I cannot edit in Adobe Acrobat.

Anyone wanting to "get into" a .pdf file just has to download a free trial of any one of the many .pdf editors out there.
