    That would be A6 then, say 14x9cms to give a border all around.

    Going back 20 years or so there were such things as standard page sizes in print, nowadays most publications vary in size, usually for a marketing reason. If as stated earlier, you opt for about A6 (105mm x 148mm)you should be ok. If you are advertising or inserting a picture in a publication then the publisher should supply you with the relevent details.

    A6 is a quarter of an A4 page, quarter page of a broadsheet or tabloid is something different. So if you are not talking about 1/4 A4 you need to say what page size you want.
