Kingfishers

At a pond near where I live I am always seeing a Kingfisher. After going up a couple of times and finding a good hiding spot it is only a matter of time before I get my long awaited KF photo (I hope!). Firstly is there anyway to attract it to come closer to you, I have read that ground bait works, is this so or has anyone got any better ideas? Secondly, I have read that you need a license to take pictures of these if the nest is close by. Can please anyone clarify this law as I am not sure how close the nest is?
