The valentines fair is one of the Biggest fairs in the uk and attracts the big european rides, very colourful, very bright and prime for a night time meet, the question weekend or week day night, I would suggest a week day night around 7pm as it will be quieter, car parking is free and a good pub is just opposite.
The venue is right next to 2 junctions on the M621 about 2 miles from Leeds town centre

Although He might have a point... Googling the fair it seems its a Fair, like a fairground? as in; full of chavs and villans?
