Location in the Midlands for a Victorian shoot?


I was just wondering if anyone had any suggestions for a location that would be ideal for a Victorian Photo shoot in the Midlands. First place that sprang to mind was Blitz Hill in Iron Bridge, but not sure if I'd need permission and have to pay.

Idea I have is for a steam punk type shoot with a model. Getting the ideas together and going to build some props and stuff for it but be nice if I could find a location to shoot it in.

There's also the Black Country Museum in Dudley - but again, entrance fee applies.
Witley Cour - again, entrance fee applies.
Severn Valley Railway - one of the stations perhaps?

Entrance fee's apply but there's the Thintank - full of good stuff industrial, Tysley Loco works - steam trains and working yard.
these all sound great locations but bit worried I couldn't really set up a flash on light stand with an assistant to photograph the model.

There is this place but again would have to pay. No harm in asking them.
