From what I have read OS 10.8 will be only a 64-bit operating system. This means that the 32-bit Macintosh programs wouldn't work on any computer running OS 10.8. (Also all 32-bit versions of Adobe Photoshop and Adobe Photoshop Elements would not work in OS 10.8.). Having said that I think the best bet will be to wait until the upgrade is released in order to check out the full spec rather than just rumours.

CS5/CS6/Lightroom 4 all work on Mountain Lion.
have tested them all personally on my Hackintosh. ML is nothing special it is basically ios6 bolted onto lion. It will also run 32bit apps just takes one little modification. Apple just wants you to spend more money on hardware.
For those that like to tinker with pcs and want to run osx on a pc google tonymac.
