There were still 4 Short Eared owls showing at Papercourt Water Meadows on the 4th Feb, might be worth checking that out on something like Surrey Birding, i was there a few weeks back, fantastic views they were out all day hunting along with a barn owl and 4 kestrels (check the pylons) , good luck. we parked near the Tannery good for half a dozen cars then a very short walk over the bridge onto the meadows, wrap up warm. heres a short video I did of a SOE coughing up a pellet on the day. http://www.flickr.com/photos/ggwildlife/6584386399/
