    What OS?

If you're using Win7 it's built right in.

Paragon partition Manager, Acronis Disk Director and if you want to go open source GParted.
I've used all of them and for me Paragon Partition Manager is best

If you are interested in a partition manager to extend your system partition, then Junction Link Magic may do the trick for you. It allows you to set up symbolic links (reminds me of my Unix days), so you can move stuff like the iTunes and Picasa databases onto a secondary drive to save system drive space.
