Photoshop is Photoshop the version ref is CS5, ie: thats the latest and current version.
Likewise Photoshop Elements has a version number, Current version is 9.
The main difference will be between Photoshop Elements and Photoshop CSX, Basically Photoshop Elements is a cut down consumer version of the full version of Photoshop, The Elements version is also considerably cheaper......
So as far as following the tutorials go, There are plenty of similarities, Though you need to know which version they are using for a particular tutorial, So you can relate the information to your own version, In theory most operations will be so similar it makes no odds, You just need to be aware of the changes required to apply said info to your version.
Otherwise its same meat, Different gravy.....in most cases.....
