Printing size problem

I am trying to print pictures using Elements 4 and a HP 8150 photosmart. If I resize the image to 6"x4" and print on 6"x4" paper without tab even if I set 'scale to fit media' I am losing 5mm of the image. This also happens if I resize an image to 8"x6" and fit it into the centre of an A4 sheet the printed area is always 5mm larger than I specify. Why?
It is driving me barmy.

Have you set the printer preferences to "borderless"

Yes 'photo printing borderless'. I don't want borders on the 6x4 prints.
