The question is asked in the article, is how it can be policed?

Easy! Let the government of this country send the Islands a small proportion of the so called aid money it sends to Asia/ Africa etc; which is just squandered without any meaningful result.
A couple of Nimrods with crew, or even a dedicated satellite, would be no where near our annual "Aid budget"
Let's chuck in a couple of gun boats as well & ask for volunteers to man them, with expenses paid.
I'm sure there would be plenty of ex military personnel who would jump at the chance of a "freebie" in the Pacific
