1.Open the image in Photoshop Elements.
2.Go to Enhance > Adjust Color > Remove Color.
3.Go to Enhance > Adjust Color > Color Variations.
4.Move the Adjust Color Intensity slider down one notch less than the middle.
5.Click on Decrease Blue once.
6.Click on Increase Red once.
7.Click OK.
9.Voil!

Open image
Desaturate - Ctrl-Shift-U
Hue&Saturation - Ctrl-U
Tick the COLORIZE box
Set the HUE to somewhere about 30, adjust to suit your taste.
As you are using TIFF, the better way is to do these operations through adjustment layers.
Bring up the Layers pallette - F11
Insert 2 HUE&Saturation layers
Use the lower one as the DESATURATE layer - slide saturation right across to the left.
Use the top one as the COLORIZE layer.
IF you want to play, double-click the layer thumbnail for the effect you want to adjust.
