Well it doesn't. I didn't explain to the 'nth degree to your satisfaction, obviously. 
I could've done with the polariser to take some glare off the water and bring out some detail in the sky. I could've done with an ND grad to bring down the brightness in the sky. But I didn't have either so I was trying to get an optimum exposure via the means at my disposal.
