I've just downloaded Velvia Vision at a cost of £15 ish - not a fortune I'll grant you but I can't use it as it won't load into the Plug-Ins folder in Photoshop Elements 7. I've made a back up copy on disc as suggested by the supplier and tried to open the files from this (as you only get 4 attempts at downloading) but I just keep getting a message that the file is broken or corrupt !!!! Has anyone else had this problem and what can I do to sort it ?

Not had a problem with that particular download, But by what you descrobe the " Downloaded " file is corrupt OR incomplete.....!
This can happen with downloaded data......
Or it can be a fault within the download package ( rare but happens ) .....!
Your only course of action is to download again, From a different loaction OR mirror site, Last resort contact the vendor......!

I did check the website before asking, but can only see this:
"All FM plugins and actions are compatible with Photoshop 6, 7, CS, CS2 and CS3."
That refers to full versions of PS.
Googling suggests it's not compatible.
