as CB says, when you are creating an image with light (usually with a camera) you are a photographer, at other times you are a Human (possibly even Normal!! 
)

I've advised several mates on camera kit over the years
a few never use their cameras and never really go into it
Others like to use their cameras a lot
The former are not photographers, the latter are.

you're constantly hounded by friends and strangers as to what camera they should buy!
a toy camera is anything but.
When you use your zoom lens as binoculars.
You buy cute and nice stuff just to take pictures of them.
Your friends and family complain that they don't have any photos of you
You've had a Canon vs. Nikon debate with someone.

When you use your zoom lens as binoculars. Check! (When I go hunting, I use my 70-300 as my spotting scope. Shoot with the camera first THEN with the gun, if it's a potential legal kill. If not, I still get a good picture.

I concider anyone who enjoys taking pictures and willing to learn how to shoot BETTER pictures and constantly shoots to be either a photographer or aspireing photographer. Between the two, it's mostly just experiance.
Photographer is a label put upon people who take photographs. You shouldn't really class yourself as a photographer unless you want to look "geekish ". Having said that, you are really only a geek if you enjoy caressing your camera more than you enjoy taking photos.
I take pictures,images, photo's or photographs.
I love to learn about photography and hopefully better myself all the time, I have an extensive range of photography equipment that suits my needs, I know how to use the equipment it is not just for show, some I need more practice with admittedly, like flash units for example, I am asked to photograph many people I sell photographs.
I even sometimes take snap shots, some like to call this candid or reportage.
I think of myself as a photographer some may argue that though 
.
I think you you have took time to learn about photography, camera settings and what there used for, camera equipment and such like then i think you could definetly class your self as a photographer .
What else could you be? your not a rocket scientist so you must be a photographer.
