    I saw a picture of mount Rushmore and it was wrapped in a usa flag, it looked like the mountain was painted in the stars and stripes there is probably instructions on this site on how to do this but i dont know the name of the effect.

    the usual way to do this is by using a displacement map.

    Not too much on ePz but this should get you going.

    This picture was created using a displacement map, and there are a few knocking around the gallery at the moment (look for trees and mossy stuff layered onto peoples faces).

    Oh well found Richard.
    Strangely enough I did a search of the techniques using the word Displacement and it didn't throw that page up at all.

    This was a similar effect done a few years ago, The Newsreader.
