Why is voting disabled?

Hi, I have just joined, but am completely confused by the voting.
I have uploaded one photograph which appears in both my PF and the Gallery. When uploading it gave me no options about voting, but now states that voting is disabled and I can find no way to change this. I am obviously reluctant to upload further photographs until I can find out what the problem is.

Many thanks!
I have been pulling my hair out over this one!
I had no idea that this would disable the voting, and would definitely like a friendly neighborhood moderator to change this for me!

My settings>Website Options>Gallery Options>Photo Voting Default Setting...choose "ON"
