Very appropriate for this theme - were they words - or just random letters, and are some upside down or is your picture upside down and which would make more sense ??????????

Apart from the town's name, which appears several times, there are a lot of random words but nobody has been able to make much sense of them...
This work is not generally viewed as a success....
