Looks like hdr. Quite like it but don't like the halos in the sky.

some strong lines here -- I like the thing bottom right which introduces the rest of the shot. Bleach bypass has helped lift the bright spots and added texture for you

compositionally... well if you're not getting the whole building in the shot, I often think you need a focal point of interest. Not really got one here so you do end up looking around the shot for some hook.

I'd probably crop off the left side a bit, and maybe some of the top, tighten thing up a little

good effort though
