The stronger colours on this seem to be a bit 'bleached' - have you tried a contrast/levels adjustment on it? Basically I think the colour of the skirt, lips and hair and other strong tone areas need to be strengthened. Then a curves adjustment will give it the necessary 'lift'.
Also - another crucial point - the eyes seem a bit soft - it may be that they are a little out of focus. Again, increasing the depth of colours and some sharpening around the eyes would help.
