The raindrops captured are the most interesting element in this for me. Have tried a mod, now to remember what I did.
I used the highlights/shadow option to bring the bottom into view; selected the sky, took out the white area, re-coloured it. Removed the triangle on the top of the car, as well as the pole, by cloning. Added contrast, sharpened.
