I need a picture that tells a story for school. Just always appreciate anything that you can tell me to make a photo better.

You certainly do tell a story, as you set out to. Quite different from the rest of your portfolio! I find taking people I don't know scary and I wonder if you do a little, too. The quality of the shot is nice with lots of detail and the viewpoint with the feet and the figure works for me. Ideally, though, I would have liked to see a bit more of his face and maybe what his cardboard says. In my mod I started by darkening the edges and brightening the had with the coin a little to emphasis that, but then I thought mono might work better for this picture - because it takes away the upbeat colours of the bag, partly. I also added some grain, to make it more like an old style news photo. There is a lot of potential for really dramatic mono treatments of this shot, and using light and shade to draw the eye to the areas you want to emphasise. And you've got a good starting point!

Exposure is very good , spot on.
Usually in such situations you dont have the luxury to compose as you would like , but if you had the time , you could shift your lens a bit to the right to include the cup and more of the legs. your shooting height looks to be low , If you could get abit lower you would get more "connection" of the man to the ground. And If you had a tripod , setting a lower shutter speed would make the bypassers less prominent.
Lastly I agree with the B&W conversion , it surely makes the colorfull bag loose attention and B&W usually works better for such subjects.
Of course it is easy for me to say this sitting on my chair , but not easy when you are in the streets ![]()

Alternatively, using the brush tool, set to 'saturation' @ 50%, paint the bag and its handle to remove some of the colour. Obviously, you'd adjust the opacity to taste. As in my mod.

Congratulations on taking such an evocative image.
What little we see of his face is so sad as he looks at that one coin!
The feet walking past convey their message too.
Even the bag and the old itchy looking blanket add to the poor man's misery.
I can't add to the above advice as not as experienced, but you've achieved
a great image for discussion.
