Its a little static to really be dramatic, but it can be with a little work. At the time of shooting, many racing photographers will pan with the target car and use a slower shutter speed that you have done here. Thta approach, - which needs practice, gives the sots a sense of movement and blur, and can catch wheel blur too.

Anyway, loaded a mod with a few tweaks on contrast and sharpness, and added blur where it seemed to make sense.

To be dramatic you need some sensation of movement here, panning is the normal way of dealing with it, but sharp focus is essential in some part to add to the drama. a good effort and I am sure you will have another go at this kind of subject soon.

For me, the car in the background spoils the dynamic of the shot, which due to the light is also quite dull. Without the third car, the attention is concentrated on the closeness of the battle in front?
Brightening the shot will make more of the colours which are somewhat muted at the moment.
Making the shot angled would also add to the dynamism IMHO.

A good crop but could do without the back car. A bit static. Something needs to .ge happening, a skid, water or dirt flying or something which says drama. I always found bikes a better source of drama than cars in motor racing, more seemed to happen.
