I think that your panning has worked.
The car looks to be sharp enough and I'd hazard a guess that your original is a bit sharper anyway.
Overall though, it's a bit flat. A tweak using threshold curves brings out some colour and contrast as in my mod.
I've also slightly de-saturated the yellow channel only. This decreases the greenness of the erm, green bits.

Amazing result considering your shutter speed, so well done.
To add to Bren points, flat refers normally to the fact that the value of black in the shot is above 0,0,0, and when the balck value is changed to be 0,0,0 the shots contrast is improved, without the highlights being affected.
I would add space to the front, and the top of the image, as in my mod, and Ive addressed the flat appearance, and applied a little sharpening. Sharpening has also the effect of improving contrast. During the re sizing process, sharpness can be lost, so its normal to save you newly sized original first, open it again, and check it for sharpness before uploading.
