I like to try capturing my immediate thoughts on looking at a picture, and this one has no real point of interest to hold my attention. I scanned for a few seconds before fixing on the blue sign. The rest of the picture seems to be a random selection of dark and light blobs to me.
I find skies like this impose so much on the picture, that they become the reason for taking it, and the actual picture just becomes an exercise in how stormy you can make it look. On occasion, it works well, but mostly I just find them OTT.
I think the picture here might be better taken from the rock in the centre, using the sweep of the buildings to lead you through the picture, or maybe use the boats moored as the foreground subject with the hills behind. That would exclude the untidy foreground, people on the beach, the blue sign and the flag, all of which attract my attention.
