Went for a walk along a river bank today and came across a bridge that had been decorated by, presumably, local artists.

Good isn't it?

There used to be a tunnel connecting the two sides of the main road in Sutton in Surrey, presumably, it's still there, the walls of which were covered in graffiti like this.
The local council, making a rare popular decision decided that attempting to clean and keep it clean was a pointless excercise, so they said that provided the graffiti wasn't offensive, it could stay and that the 'artists' could use the walls of this tunnel with their blessing.
The artists did as they were asked. The graffiti never became offensive and quite quickly the tunnel and its decor became a talking point. So much so that people deliberately went out of their way to look at it.

Everyone was a winner.
