I thought I was seeing things at first as someone else has just uploaded similar.

All the weight is being carried by a metal plate that's underneath the bit of cloth/carpet that the bottom one is sitting on.

The person at the bottom is holding onto the post and unseen is a bar that runs down the arm and is swxured onto the above mentioned plate

The same applied to the top one and he or she is sitting on a small plate.

The right arms are not real either, they are part of the structure, the real arms are hisdden under the loose clothing.

I too thought the arms was not real but they were as I looked & they moved.

There was a pair doing the same in Gibraltar when we were there. Nobody there seemed to know how it was done
