It's a very strange effect. The usual is to have a band of sharp focus running across the shot, but you seem to have done a roughly circular selection around the houses. Different, & it works, for me.
I love the tilt and shift effect, I think it comes from watching Thunderbirds and other old programs too much as a kid! Great photo, have you considered hiring a tilt and shift lens for a week? I did and will do again this summer, I had a great time with it!
