Yes,looks like popcorn.Perhaps the fans are to spread the fumes to make people buy it ? It works for me at a hamburger stall.I can't pass it without buying one !!

Yes, it's popcorn - great vats of it, and it was really hot that day so the fans are probably doing double duty for cooling off the booth as well as fanning that wonderful smell out into the area - we fell for it!
