The sky's beaten your camera's ability to meter correctly here Liz.
Because the sky's so bright and the foreground is so dark, it's metered to compromise between the two.
In an ideal world, you'd take one shot of the sky, correctly metered and another of the foreground, also correctly metered, then combine the two 'good' bits in PS.
But you can't do that now, so what I suggest you do instead, is to use the shadows/highlights tool on the entire image, to breathe some life into the foreground, which is where all the interest is, and crop most, or at least, a lot of, the sky, which isn't very interesting at all.
I think I'm right in saying that you're using Elements (?) and I'm guessing that it has a version of the shadows/highlights tool. Failing that, you can get a reasonable result using levels or curves, they're just not as accurate.
