I am afraid that for me this does not really 'do what is says on the can'. I had hoped here to see the torch as part of the picture otherwise it could be any cavalcade like that which closed the roads for a 'petrol duty freeze' campaign. Incidentally it would be nice to know which town is featured here!
You seem to have captured an uninteresting section of the spectators, which is also unfortunate, presumeably had you waited the torch would have soon appeared, surely that had to be your shot? Then a burst of flash might well have helped your weather problems to go away. You can see everybody, except the female in front, looking to the rear presumeably at the main thrust of the procession.
For the featured shot itself, why not crop off the top which is not helping the image, somewhere around the top of the small bit of building on the left I would think.
I have uploaded a mod to try to help this image along.
