Why dogs?
Clear.
To make us feel sorry.
'If not for me, giving money, then at least for the dog.'
Roman beggars women successfully use little children instead of dogs.
Another point is that the beggars want to say a dog is the last what has been left for them in this miserable life.
In India, as I understand, cobras are used for the same purpose.
Local beggars are not that demanding BTW
