Thanks Carol.
Yes, this is quite a rundown block, but it is being redeveloped as part of the railstation redevelopment. This particular car park, wasn't very inviting! In fact, the hand on the door at the roof level was broken and I was grateful for the fact that the door wouldn't close properly. (Otherwise it would had been a long jump down!)
