This is a blatant attempt to get a dark, sombre mood into a photo.
If you look carefully, you can see a couple of faces in the central rocks. Given the junk littering the beach around them I thought they looked like trolls settling down for the night. If you drink enough, you can see more faces, but they might not be in the picture 
I think I did a few layers, changed the blend mode to difference, dodged & burnt a bit along the beach & in the sky, local contrast enhancement using Unsharp Mask & a few other things I completely forgot.
Anyways, here is the final result......
