Its a nice shot. We need all your shot information for a critique, not enough info here.
The clouds were an area that attracted you, and though they have potential, they dont seem to realize it here, either due to the conversion to mono, or the method used for conversion. I like the composition with the pier running in a diagonal from the top left.
Would love to see the original colour to see what you worked with, - if you have it, you can upload here s a modification.
