A decent portrait and the selective colour has been well done and draws attention to the neck stretchers. I actually think it would work well in total b&w though.
It feels a little tight at the left, it would have been nice to have the whole hand in frame, providing there was nothing in the way.

I dont like the selective colouring,we know why the picture is interesting.She looks miserable and oppressed , the image makes me uncomfortable....fish bowl syndrome maybe...and the way you have drawn attention to her neck rings seems to say 'look! isn't this weird'.....it feels very unsympathetic....just my opinion, of course.
Also the tight crop adds to the feeling of oppresion.
