Regarding your question,... voting isn't mandatory April.
basically "to vote" for a photo means you really like that particular photo. Nothing more, nothing less. So you can just view photos, or you can view and vote for the ones you like - with or without a comment, or if you wish you can just comment on a photo and disregard the voting system.

If a photo gets 30 votes it will get an RC (Readers Choice) and automatically end up in the RC gallery.
A photo also might get an HC (Highly Commended) or an EC (Editor's Choice) award. both awards are given by Pete, the editor/site owner.
Try not to get over absorbed by the vote game though. It's fun, but in the end it doesn't mean so much, as there are way too many 'external' factors that influence/flaw the system (time/day of upload, how active you are on the site, reciprocital voting, the genre of your photographs,...). Just be honest when you vote/comment, and you'll generally get honest reactions back.
And if you prefer to disregard the voting bit, you can always upload your photos in the critique gallery. More on it here
Anyway, if you're new to the site, it's probably best to have a read through the FAQ section anyway. It will answer many of the questions you have.
