Manipulated or not this does in deed depict a cold day; post processing is definitely a skill that I wished I possessed. Art photography at its best.

I like the stylised effect Willie, it gives a graceful, almost choreographed feel to the figures, and creates an interesting barrier in the foreground reeds. My only quibble would be the bits where stray stems rise up into the beach, sea and sky, I find those wispy vertical lines a bit odd.
