Part of the Dutch 'Deltaworks', our defences against the sea.

This is in the province of Zeeland, where there was a serious flood in 1953, which led to this ambitious plan for a highly advanced system of sea defences.

Thanks, Richard - it was about to start raining, and the wind was creating quite a lot of definition in the clouds, which helps the image.
