Basilica used to be just a word for a place of gathering in Acient Rome, and so it was integrated in early Christianity as their place of gathering as well. These days calling it a basilica can be based on the architecture, too.
However, I believe there is a system withing the Catholic Church when it comes to its meaning as a church.

So in this case there is probably more than one reason why it is called basilica and not church.
As it isn't the seat of a bishop it can't be a cathedral.
