Correct me if I'm wrong but I think you were possibly attempting a miniature model look to this. There a couple of things you could correct here to achieve this. The lines between the blurred and sharper sections of the image are far to evident and harsh. The blur is also possibly a little overdone. This is a tutorial which might help.

Thanks Paul see what you mean about the lines of blur. Practice will make perfect I have tutorial but its like anything else you have to play to get the desired effect but I take your comments on board and really need to take an image with this treatment in mind in the post production
