Long exposure has given you the nice feathered water effect ,however you havn`t managed to pull detail out of the shadows.
Its a very extream contrast image that may of benifitted with the use of a ND filter so you could of slowed the water down but allowed more light onto the sensor.
Also try focusing on a mid tone (a colour halfway between the white water and the dark shadow area.
Check your histogram (Light is Right ) to see if your going off the scale. Looking at this image it should show the chart going off on the left (The darks)
