Hi William, the first thing that I see when I look at your image is the frame. When I started on this site I didn't use frames at all, but was told to put a small boarder around to hold the image together. I have done that with most pics I have uploaded since and agreed that this did work well. I think the size of your boarder detracts from the image. Try reducing this by 50% I'm sure you will see a difference. Also, from my watercolour days, I was taught to use a mount, of a complementery colour. Try using the dropper tool to pick up a colour from the image, one of the greys from the roofs would work I think.
For the image itself, I would be tempted to crop out the bottom of the pic around the place the post appears through the grass, creating a postbox type picture. Taking a little off the right hand side somewhere half way to the top of that post from the edge.
