I'm really not sure what you're trying to achieve here - i looked at the other shot as well, and in this one you've introduced a lot of flare which i find quite distracting. I think the problem is that you've gort a reasonable shot and you're trying to make something more out of it. if we just concentrate on the eagle fornow, the main thing I see is that it's not sharp, and this is what really lets it down for me. It may have lost some of its sharpness in the upload process,so only you will know how sharp the original is.
After that, the flood filter is one of those things which can be used to good effect but like most things, is best used subtly. To be honest I think the pic's been overworked - ofetn less is more.
But hey, that's only my opinion...
