It's a pretty scene; just a bit dark. Working from a RAW file, I'd try to lighten the image and increase the contrast but it might need pushing a bit far for a JPEG.
At this size, I can't really tell if it's sharp. But 1/13s is a very slow exposure if it was hand-held — most people can't hold steady for that long.
