Hi Mick. I'm afraid the lamp posts, bins, and ghosts, make it too busy, spoiling the low light effect. Stepping back a little would've helped. Next time you do this sort of thing, visit the site in the day to plan the shot, watch your composition, and take your pics before sunrise if it's a really busy location...
